SENIOR CONSULTANT, QUALITY PROGRAMS / 40 HOUR / DAY / BWH CENTER FOR CLINICAL EXCELLENCE
GENERAL SUMMARY/OVERVIEW STATEMENT: Working under the direction of the Quality Program Director, the Quality Consultant will work to strengthen the Center's hospital-wide quality outcomes reporting, and improvement activities. S/he will be working on projects to comply with an increasing number of external reporting mandates and improvement initiatives. The Quality Consultant role will include data collection, data entry, and analysis of quality data. In addition, s/he will be responsible for data display and interpretation, and the reporting of this data to a wide range of clinical and administrative leaders. Extensive, daily interaction with Directors, Directors, and staff in the Center for Clinical Excellence is a key component of this role. The Quality Consultant must also be able to coordinate multiple projects and improvement activities across multiple academic and operational departments. PRINCIPAL DUTIES AND RESPONSIBILITIES: 1. Facilitate compliance with evolving quality measures including, JCAHO Core Measures, Leapfrog, CMS's National Hospital Quality Measures, Massachusetts' Department of Public Health, pay for performance (commercial and government), and National Quality Forum quality measurement and reporting requirements. 2. Develop both measurement and improvement strategies for assigned performance measures and projects. 3. Complete data collection and data entry for assigned performance measures and projects within established timeframes. 4. Work with departmental quality leaders to investigate quality concerns or issues arising from external payor reviews (Tufts, MassPRO, HPHC, etc.), external clinical benchmarking efforts (UHC, Partners, JCAHO, etc.), or tracking of "surveillance" major outcome measures (e.g., mortality, readmission, and reoperation rates). 5. Perform medical record chart reviews as the primary means of investigating quality trends; works with Quality Program Director and local quality leaders to summarize findings, develop recommendations for corrective actions or improvement projects as needed, and track the impact of implemented changes. 6. In collaboration with other hospital clinical documentation efforts, help to strengthen clinical coding practices to ensure that all ICD-9 and CPT coding accurately reflects the patient's complexity and clinical course. This will include: developing a process for conducting a second level review of patient records to confirm accuracy of coding and sequencing, as well as facilitating prompt change of all patient-level coding modifications identified through the second level review process. 7. Working with Quality Program Director and Associate Chief Quality Officer, manage specified quality and safety related projects, including developing project timelines, agendas, reports, and presentations to various audiences. 8. Work with departmental quality leaders/representatives and Chiefs to develop annual quality measurement and improvement plans, including identification of measures to be tracked locally versus centrally. Acts as a resource to departmental quality leaders and Chiefs in utilizing the Balanced Score Card to it's maximum potential. 9. Establish effective and collaborative working relationships with members of the hospital community, clinical departments, administrative departments, and quality and safety staff across the Partners Health System. 10. Keep current with data abstraction specifications, emerging trends in hospital quality and reporting initiatives, and integrates key concepts into work. QUALIFICATIONS o Bachelors Degree in Nursing, Pharmacy, or similar/related clinical field required o Masters Degree, or 2-5 years relevant work experience, preferred o Experience in quality measurement and/or improvement, patient safety, or health science research preferred o Experience working in a large and complex health care organization preferred o Knowledge of state and federal regulations specific to external reporting mandates SKILLS/ABILITIES/COMPETENCIES o Superior organizational and interpersonal skills with ability to work independently o Excellent communication and follow up accompanied by the ability to analyze and present data in a way to influence and change behavior o Excellent Creativity and enthusiasm for developing and implementing new programs o High degree of professionalism, discretion, and confidentiality o Comfortable interacting with a vast array of administrative and clinical staff, ranging from the Chief Medical Officer and department Chairs, to frontline care providers o Experience with performance improvement methods, including statistical concepts and applications o Strong project management skills with experience in planning, facilitating, and organizing improvement teams o Strong computer skills (Word, Excel, and PowerPoint applications), with ability to utilize spreadsheet and graphic programs to produce bar graphs and charts, are required for this position o Frequent, daily use of computer, telephone, fax machine o Occasional early or late meetings to accommodate clinicians' schedules o Highly confidential data and medical records materials require extreme discretion ** To Apply ** Go to http://careers.brighamandwomens.org Enter Job Opening ID: 2221183 An EEO, AA, VEVRAA Employer |
